Preamble
哥伦比亚特区上诉法院在行使其对法律专业人士的固有权力时，特此制定, 作为法院的官方机构, 由哥伦比亚特区靠谱的滚球平台协会成员组成的协会，被称为哥伦比亚特区靠谱的滚球平台协会, 并根据其管理靠谱的滚球平台资格的法定权力，为靠谱的滚球平台协会及其个人成员颁布以下规则:
Section 1. Creation of Association
所有获准在哥伦比亚特区执业的靠谱的滚球平台特此组成一个协会，被称为“哥伦比亚特区靠谱的滚球平台协会”，并遵守下文所述规则的规定.
The words “D.C. 本规则中使用的“靠谱的滚球平台”或“靠谱的滚球平台”系指哥伦比亚特区靠谱的滚球平台事务所.
本规则中使用的“法院”一词，除非上下文另有要求，否则系指哥伦比亚特区上诉法院.

“章程”一词指的是靠谱的滚球平台协会的章程.
The Bar may, 为实现其组织宗旨的目的, sue and be sued, enter into contracts, acquire, hold, 不动产和个人财产的负担和处置.
Section 2. Purposes
The purposes of the Bar shall be (a) to assist the legal profession in maintaining high standards of the practice of law in the District of Columbia; (b) to aid the courts of the District of Columbia in carrying out and improving the administration of justice; (c) to promote access to justice and enhance the delivery of legal services to those in need; (d) to foster and maintain on the part of those engaged in the practice of law high ideals of integrity, learning, competence in public service, and high ethical standards; (e) to safeguard the proper professional interests of the members of the Bar; (f) to encourage the formation and support the activities of volunteer bar associations; (g) to provide a forum for and publish information about the practice of law, 法学与法律改革, and the relationship of the Bar to the public; and (h) to carry on a continuing program of legal research and education in the technical fields of substantive law, practice and procedure; and make reports and recommendations thereon; to the end that the public responsibility of the legal profession may be more effectively discharged.
